Setting up Google Mail – stuck on ‘Adding Test Users’

I’ve followed all setup steps and am stuck on ‘Adding Test Users’.

I’m guessing the Google pages have changed since the manual instructions were written?
I’ve browsed around and clicked everywhere, I can’t see where to add a test user.
The instructions say that if I don’t add, then there will be a problem with a 403 error or something?

Where am I going wrong?

I can’t see the ‘Add test users button’ anywhere.
